![]() | Establishment of the Black Employment Program (BEP): Department of Defense Directive 1440.1, dated 21 May 1987 authorized as an integral part of the civilian EEO Program, the establishment of Special Emphasis Programs (SEPs). This directive includes the establishment of the Black Employment Program. In August 1987, the Department of the Army appointed its first Director, Black Employment Program. The objectives are to ensure equal employment opportunity in the hiring, advancement, and training of Black employees and to strive toward the achievement of a civilian work force in which Black employees are represented in every organizational element, occupational series and grade levels, commensurate with their representation in the relevant civilian work force. ![]() Savannah District Corps employees celebrate Black Heritage BEP Initiatives
Supervisors may allow Department of the Army personnel involved in policies and Programs affecting the employment and advancement of minorities and women to take advantage of these conventions and training conferences. Examples of persons in these categories include military and civilian personnel, equal opportunity advisors, equal employment opportunity specialists and managers, personnel officials and individuals in supervisory and managerial positions. Although the selection of attendees is left to the discretion of the Commander, consider request from personnel who may not have programmatic responsibility but who may benefit from participation, training, and attendance. The Blacks in Government National Annual Training Conference is held during August each year. Further conference information may be obtained at http://www.bignet.org/ Department of the Army military and civilian personnel involved in policies and programs affecting recruitment, employment and retention of engineers, scientists, and careerist in related technical fields are encouraged to participate. In addition to seminars and a job fair, the conference culminates with an Awards Banquet where more than 2,500 people gather to honor African American professionals and students whose outstanding accomplishments have contributed to the many fields of engineering, science and technology.
