| Homeowners Assistance Program (HAP)

The Homeowners Assistance Program provides assistance to eligible federal personnel who were stationed at or near an installation scheduled for closure or realignment and who, through no fault of their own, are unable to sell their homes under reasonable terms and conditions, or have sold their primary residence at a loss.

Expanded Homeowners Assistance Program under the
American Recovery & Reinvestment Act of 2009 |
The American Recovery & Reinvestment Act of 2009 and Department of Defense implementing guidance temporarily expands the HAP to assist:

Wounded, injured or ill members of the Armed Forces (30% or greater disability) and wounded Department of Defense (DoD), including Coast Guard and civilian employees reassigned to further medical treatment or rehabilitation, or due to medical retirement in connection with their disability;

Surviving spouses of the wounded warriors

Base Realignment and Closure
(BRAC) 2005 impacted homeowners relocating during the mortgage crisis; and
-
Service member homeowners with orders for a Permanent Change of Station
(PCS) move during the mortgage crisis.

Conventional Homeowners Assistance Program |
|
An earlier program, authorized in 1966 and called the Conventional Homeowners Assistance Program, provides some monetary relief to eligible service members (including Coast Guard) and federal employees (including non-appropriated fund) homeowners who suffer a financial loss on the sale of their primary residence when a base closure or realignment announcement causes a decline in the residential real estate market and homeowners are unable to sell their homes under reasonable terms.

Conventional Homeowners Assistance Program End Dates
Fort Monmouth, NJ and Naval Air Station (NAS) Brunswick, ME
|
A Conventional HAP (for BRAC where the closure/re-alignment caused a market decline) is opened for a period of three (3) years.
Fort Monmouth and NAS Brunswick employees and service members who intend to apply for HAP assistance must do so prior to 30 September 2012. Additionally, applicants must complete the sale of their homes to private parties, the Defense National Relocation Program (DNRP), or the HAP prior to 30 September 2012.

| Homeowners Assistance Resale Program
|
|
The U.S. Army Corps of Engineers acquires single-family homes and other properties, with up to two living units, under the authority of a Homeowners Assistance Program (HAP). The HAP is for eligible applicants who are unable to sell their homes, under reasonable terms and conditions, as a result of a base closure or realignment action in certain locations. The properties are then offered for sale to the public. Local real estate agents may show the properties to prospective buyers and submit offers on behalf of the buyer. In addition, local real estate agents will have information such as location of schools, churches, public transportation, and shopping centers.
