Lt. Col. Alex Duffy, U.S. Army Corps of Engineers, Savannah District deputy commander, presented Edwina Smalls, contract specialist, with a Department of the Army Civilian Service Commendation Medal, a DA Certificate of Appreciation, a commander’s coin and her 40-year certificate and pin. Smalls officially retires Dec. 29, 2023, after 41 years of federal service.
