Corps seeks input on future of New Savannah Bluff Lock and Dam

Published April 25, 2017

SAVANNAH, Ga. – Studies are underway to determine a solution for the future of the New Savannah Bluff Lock & Dam, and the U.S. Army Corps of Engineers seeks public input.

The first part of the effort involves a scoping process, now underway, prompted by language contained in the Water Infrastructure Improvement for the Nation (WIIN) Act, passed in December 2016. The WIIN Act de-authorized the NSBL&D and provides discretionary authority to the Corps to modify the fish passage feature of the Savannah Harbor Expansion Project, making it an in-stream passage. See the language of the law here.

The Corps requests input from local city officials, industry and the public in general before determining how best to meet the intent of the law and address the concerns of the local community.

Comments will be accepted until June 3, in writing by email to cesas-pd@usace.army.mil or mail to:

Savannah District, U.S. Army Corps of Engineers

“The bottom line is that we intend to propose a cost-effective solution that addresses and balances the needs of all stakeholders, from local public to endangered species – and taxpayers in general,” said Russell Wicke, a spokesman for the Corps’ Savannah District.

The entire process involves several steps. The scoping process is the first step and continues as the Corps takes information from public comments, along with data from industry and local officials.

After the scoping step the Corps will incorporate the input into a formal decision-making process. The following step involves preparing a draft document that outlines a number of solutions. This report will be made available for public comment and input. Finally, the Corps will provide a recommended solution to the Secretary of the Army.
