PROJECT NAME AND STATE: Savannah Harbor Dredged Material Containment Areas (DMCA), Georgia and South Carolina
AUTHORIZATION: The DMCAs are included as a part of the Savannah Harbor Federal Navigation Project authorized in the Water Resources Development Act of 1992 (P.L. 102-580). Section 201 (P.L. 104-303) of the Water Resources Development Act of 1996 addressed cost sharing for dredged material containment areas.

LOCATION AND DESCRIPTION: Navigation. The Savannah Harbor Dredged Material Containment Areas (DMCAs) are located in Jasper County, SC and Chatham County, GA and are adjacent to the upper 21.3 miles of the Savannah Harbor Federal Navigation project. The DMCAs are integral to the continued operations and maintenance of the Navigation Project. The DMCAs project provides for incrementally raising each of the dikes within the Federal project’s seven active DMCAs to increase their capacity as required to support the Savannah Harbor Federal Navigation project. The increase in DMCA capacity is cost-shared with the State of Georgia under the authority provided in the Water Resources Development Act of 1996. The Project Cooperation Agreement was executed with the Georgia Department of Transportation in January 2005 for project costs through FY 2026.
ACTIVITIES COMPLETED FOR FY2019: The District will design and award a contract to raise DMCA 12A to increase capacity and rehabilitate the weirs.
ACTIVITIES FOR FY2020: Continue the DMCA 12A dike raising contract and prepare to close the contract out in FY 21.
ISSUES AND OTHER INFORMATION: The Georgia Port Authority’s Garden City Terminal is the second largest container port on the US East Coast by container volume, and the fourth largest in the nation. The Long Term Management Strategy (LTMS) for the Savannah Harbor, dated August 1996, describes the least cost plan to continue maintenance of the existing project as the sequential raising of dikes in each of the DMCAs. Maintaining adequate disposal capacity is critical to the ability of the U.S. Army Corps of Engineers to operate and maintain the existing Savannah Harbor Federal Navigation project.
